resources: Add repo kolla-experiments Our Kolla Ansible job wants to test changes to published Docker images, which our Zuul currently does not have triggers for. For now, this repository will generate events for Zuul to act on, and receive Zuul's reports. Change-Id: I07d38397bbbe764d4dd49a3be70c38af3fefef06
