Start OVS as root on Tumblweed to workaround bsc#1085971 There is currently a OVS 2.9.0 update in Tumbleweed that fails to start as it is having a race with systemd on creating the home directory. Workaround is to run it as root for now. Change-Id: Ief610c6473834b02a1d644d8f50d11138a48e6e6
