Switch devstack jobs to run on Bionic Switch the nodesets that devstack job run on from Xenial to Bionic, i.e. the latest Ubuntu LTS release. Keep variants running on Xenial in order to make sure that we stay backwards compatible while we keep running Xenial jobs on the older stable branches.
