Enable oslo.limit to be installed from git repo oslo.limit isn't currently in the list of libraries that can be installed from a git repo via LIBS_FROM_GIT. This adds oslo.limit to enable integrated testing against unmerged oslo.limit changes. Change-Id: I26cc567fdf4c84014040ae586bbb029b8de7a236
