  "message": "use fqdn for zuul projects\n\nWhen setting up a 3pci zuul, there is an edge case where a downstream\nzuul may already have openstack/foo projects, eg:\nreview.rdoproject.org/openstack/foo.  In this case, if openstack\nprojects are not namespaced to include the connection information zuul\ngets confused and complains.
