Change log for sp-rand, the OpenStack CI clean-up tool

• Clean iSCSI volume data (exports and target records) up, too.
• Reformat the source code:
  • use black 22 (no changes)
  • bump the line length to 100 characters
• Add an EditorConfig definitions file.
• Refactor the cleanup test routines.
